This page provides a summary of the UNA's background, as well as the
UBC Neighbours' Agreement and the Association's constitution and bylaws.

Background

A corporate entity under the Society Act, styled the University Neighbourhoods Association ("UNA"), has been constituted. Its formation followed Board resolutions adopted in January, November 2000, and September 4 2001, advertised public meetings, consultation with GVRD officials and the AMS, and significant input from UBC Properties Trust and Land and Building Services at UBC. Consultations also occurred with related corporate structures in the USA, notably Columbia, a community outside Baltimore, Maryland.

The UNA, with a Board comprising nominees from UBC and the AMS, elected directors from the local areas on campus, will, with modifications, approximate a municipal council for the local areas and, possibly, by the residents of Hampton Place. Initially, the UNA will operate from the Cecil Green Park Coach House.

UBC Neighbours' Agreement

The UBC Neighbours' Agreement is a ‘master’ agreement that deals with significant service, financial and capital matters.  This Agreement clarifies the working relationship with UBC, including identifying activities which are consistent with the Constitution and Bylaws of the UNA, and consistent with the educational purposes of UBC, to promote a more effective use of the time and resources of the UNA.  The Agreement particularly focuses on the value of the UNA’s activities related to information management and education. Purpose of the University Neighbourhoods Association

The constitution of the UNA describes its purposes as follows:

  • To promote a distinctive “university-town” community that will support and enhance The University of British Columbia’s academic mission and which is for the common good of the people ordinarily resident within the Local Areas located on The University of British Columbia campus;

  • To promote services, amenities and facilities which better provide for the development of good neighbourhoods within the Local Areas, particularly for eligible residents (the “Residents”) with respect to community health, education, culture, recreation, comfort or convenience;

  • To operate and maintain, or provide for the operation and maintenance, of any properties which may from time to time be designated, leased, licensed or otherwise conveyed to the Association for operation and maintenance as areas serving the general well-being of the Residents with regard to health, safety, education, culture, recreation, comfort or convenience of the Residents;

  • To receive funds from The University of British Columbia, the Residents and others, and to use such amounts for the fulfillment of any and all purposes set out above in any lawful manner as determined by the board of directors (the “Directors”) of the Association; and

  • To promote, in the conduct of business and work of the Association, qualities of good neighbours, including civility, fairness, good faith, respect and understanding, all in the context of being a unique part of the UBC community, particularly through work to:

  1. Establish, advance and perpetuate information management and liaison systems; and

  2. Provide timely input with respect to enhancing the quality of life in the public realm of neighbourhoods,

for the ongoing development of a community for living, working and learning in a creative, healthy and interactive environment.

Activities of the Association

The activities of the Association include:

  • Making representations at public hearings and public meetings held with respect to both institutional and non-institutional development and re-development of the UBC Campus;

  • Making representations to and create ongoing contact with the University Endowment Lands on matters of mutual concern;

  • Aiding and promoting a distinct university town community and provide for the establishment, advancement and perpetuation of any services and facilities within the Campus which promote the general well-being of its members with regard to health, safety, education, culture, recreation, comfort or convenience to the extent and in the manner which is approved by the Association from time to time, including:

  1. Local regulation (i.e. nuisance, animal control, parking control),

  2. Community programs and recreation,

  3. Community facilities, including a community centre,

  4. Future amenities (i.e. recreational facilities, support of public transit, daycare centres, pre-school centres),

  5. Elections,

  6. Emergency measures,

  7. Landscaping and weed control,

  8. Noise control,

  9. Recycling,

  10. Refuse collection and disposal,

  11. Regulation of nuisances,

  12. Liaison with UBC in connection with the use of UBC facilities, and

  13. Trails

  • Employing such persons as may be required from time to time to fulfil the purposes of the Association.
